030, sets Riverside's site location, operation and development standards for child day care centers, layered on top of the base zone's general Article V requirements. On the siting side, every facility needs direct access to a public street that itself connects to a collector or arterial street system, and it must be at least 600 feet from an existing day care center, measured from the nearest building wall housing the use to the property line of the other center's site. On the operations side, the applicant must already hold, or commit to obtaining, every license and permit the State requires to run the facility, and keep those state licenses current for as long as the center operates.

Indoor and outdoor play areas must meet the State daycare licensing agency's requirements; any outdoor play area has to be adjacent to and accessible through the center itself, enclosed by a natural barrier, wall or fence at least five feet high, and built of solid material if it borders residentially zoned property. That play area cannot sit in a required front, side or rear yard setback, and its design must reduce noise impacts on neighbors. Parking cannot be located in a required front-yard setback, and centers need an on-site loading/unloading area reachable without crossing driveways or streets; facilities fronting an arterial street need a paved drop-off area designed so vehicles never back onto that arterial. 590 and Title 7. 040.
