Riverside, CA Building Safety: Green Building Code (2026)

04. 020 adopts, by reference, the California Green Building Standards Code, 2025 Edition, Part 11 of Title 24 of the California Code of Regulations, 'including any related errata, and any amendments thereto by the State of California,' giving the state text 'the force and effect as though set out herein in full' except where the City has expressly deleted or amended a provision. The code applies to 'every newly constructed building or structure' and governs planning, design, operation, use, and occupancy. A certified true copy of the adopted code, with the City's amendments, is kept on file and open to public inspection in the office of the Building Official, per the same section.

1 of the state CALGreen code are 'excepted, deleted and not adopted' in Riverside, so those optional appendix measures do not apply locally even though the rest of the 2025 edition does. The chapter has been amended repeatedly to keep pace with triennial state code cycles, most recently by Ordinance 7748 in 2025, tracking back through Ordinances 7612 (2022), 7492 (2019), 7357 (2016), 7237 (2013), and 7103 (2010), which first adopted the chapter. 04, and the Building Official has authority to require compliance before issuing permits for covered new-construction projects.
