Jacksonville, FL Building Safety: Elevator Maintenance (2026)

Florida Statute Chapter 399 (the Elevator Safety Act) establishes statewide elevator regulations enforced by the Bureau of Elevator Safety within the Florida Department of Business and Professional Regulation (DBPR). All elevators, escalators, dumbwaiters, moving walks, and similar conveyances must be registered and hold a current Certificate of Operation. Annual inspections are required by DBPR-certified elevator inspectors. The inspection follows ASME A17.1 (Safety Code for Elevators and Escalators) and ASME A17.2 (Guide for Inspection of Elevators, Escalators, and Moving Walks) as adopted by Florida Administrative Code Chapter 61C-5. Building owners must maintain a current Certificate of Operation displayed in or near the elevator. Emergency phone or intercom service must be available in each elevator car. All elevator maintenance and repair must be performed by state-certified elevator technicians. Jacksonville's Building Inspection Division coordinates with DBPR on elevator installations in new construction and major alterations. Residential elevators in single-family homes may be exempt from certain commercial requirements but must still meet ASME A17.1 Part 5.
