Full Breakdown
Chicago's Conveyance Device Code (Title 14C) makes every person responsible for an elevator - owner, lessee, or managing agent - liable for its safety. No elevator can be operated without a Certificate of Compliance issued by the city after inspection confirms the car, hoistway, and safety devices are in good working order; the certificate must be framed and displayed inside the car. If an inspector finds a conveyance device unsafe, the authority having jurisdiction can order it shut down until repaired, and operating in defiance of that order is a separate criminal offense.
Violations & Fines
Forging or defacing a certificate draws a $2,000 to $5,000 fine per offense. Operating an elevator under a shutdown order draws $10,000 to $50,000 per day, plus jail time if someone is hurt.
