Chicago Municipal Code Chapter 13-34 establishes comprehensive scaffolding regulations. Section 13-34-020 establishes general safety requirements: all scaffolding must be constructed to ensure the safety of workers and pedestrians passing under or near the scaffolding. Guardrails, toeboards, and planking must meet the standards specified in the code. Sidewalk protection (overhead bridging) is required when scaffolding is erected adjacent to pedestrian areas. All scaffolding work must comply with OSHA standards in addition to the city code requirements.
Erecting, operating, or maintaining scaffolding in violation of Chapter 13-34 is subject to fines of $1,000 to $10,000 per violation (Section 13-34-060). Scaffolding without a required permit may result in stop-work orders from the Department of Buildings. Failure to maintain required insurance can result in permit revocation.
