01(A)(1), every elevator, escalator or similar passenger-moving equipment already operating or later installed in the village must be inspected at least once every six months, and no new unit may go into operation until it passes its first inspection. The owner, agent, lessee or occupant of the building, and whoever controls the equipment, must let the Building Commissioner or the Commissioner's authorized elevator inspector test the equipment within five days of a demand. When an inspection shows the equipment and its safety devices are in good working order, the Building Commissioner issues a certificate stating the inspection date, the weight the equipment can safely carry, and that it meets village requirements; that certificate must be framed and posted where it is visible on or near the equipment.

01(B) bars the Commissioner from issuing the certificate until repairs are made. 02 goes further: once the elevator inspector reports unsafe equipment to the Building Commissioner, the Commissioner must order it stopped and kept out of service until it is restored to safe, proper operating condition, and it is unlawful for the owner, agent, lessee or occupant to let it run after receiving that written notice. 03 sets the inspection and reinspection fees according to the village's Comprehensive Fee Schedule, payable jointly by the owner, agent, lessee and occupant.
