Jacksonville follows Florida Building Code and NFPA 13/13D for sprinklers. New one- and two-family homes are not required to have sprinklers under Florida amendment R313, while most multi-family, commercial, and tall buildings must install NFPA-compliant systems.
Florida amended IRC Section R313 to make residential sprinklers optional for one- and two-family dwellings, so Jacksonville builders can opt out without justification. New townhouses three units or larger, apartment buildings, hotels, assembly occupancies over 100 occupants, and high-rise structures over 75 feet must install NFPA 13 or 13R sprinkler systems. Existing high-rise residential buildings had a state retrofit deadline rolled into Engineered Life Safety System (ELSS) options under Florida Statute Sec. 718.112. Jacksonville Fire and Rescue plan-review and Building Inspection (Ord. Code 250) jointly approve installations; tampering or impairment requires a fire watch under NFPA 25.
Failing to maintain a required sprinkler system or running an impaired riser without fire watch violates NFPA 25 and Ord. Code 366. Owners face Class C fines up to $500 per day, mandatory repair, and possible multi-family closure.
