Outside of NYC, elevator safety is governed by 12 NYCRR Parts 14 and 27 administered by the NY Department of Labor Elevator Unit. Rensselaer County buildings โ including RPI campus, Troy downtown, hospitals (Samaritan, St. Peter's Albany Memorial), Rensselaer City Hall, county office buildings, and multi-family properties โ require annual inspections performed by a NY-licensed elevator inspector. Two inspections per year (one by the owner's inspector plus a periodic witnessing) are required for passenger elevators. A current Certificate of Operation must be posted in the cab. Owners must also maintain a maintenance control program (MCP) per ASME A17.1. Fire-service Phase I and Phase II recall must be functional.
Operating without current certificate: $500-$10,000 per NY Labor Law. Failure to correct safety defects: daily fines plus order to discontinue use. Injury due to lack of maintenance can trigger criminal charges.
