Through Ch. 200, Milwaukee implements the Wisconsin Commercial Building Code (Wis. Admin SPS 361-366), itself based on the 2015 IBC. New multi-family buildings of three or more units require NFPA 13R or 13 sprinkler systems, with full NFPA 13 in high-rises and mixed-use over a threshold area. Existing buildings can trigger sprinklers when undertaking substantial alterations, change of use, or expansions beyond code thresholds. The Milwaukee Fire Department Bureau of Fire Prevention reviews plans, inspects, and enforces annual ITM (inspection, testing, maintenance) per NFPA 25. Wisconsin Stat. 101.65 forms the umbrella authority. Single-family home sprinklers are voluntary; the state preempts mandatory residential single-family sprinkler ordinances.
