The Virginia Uniform Statewide Building Code (USBC) under VA Code §36-97 et seq. adopts the International Building Code with state amendments. Sprinklers are required in new R-1 and R-2 occupancies (apartments, hotels, dormitories) regardless of size, in townhouse projects exceeding code thresholds, and in most new commercial buildings above 5,000 square feet or with high-hazard contents. Richmond has not exercised the local option to require sprinklers in single-family homes. Existing buildings undergoing major alteration or change of use may trigger retrofit obligations. Permits and acceptance testing are administered by Richmond Permits and Inspections through plan review and final witness tests.
