Richmond encourages green construction through RVAgreen 2050 and offers density and expedited-permit incentives but does not mandate LEED or other third-party certification for private development.
Virginia is a Dillon's Rule state and the Uniform Statewide Building Code preempts localities from adopting stricter energy codes than the statewide IECC-based standard under VA Code Β§36-99. Richmond cannot require LEED or Passive House for private projects but uses incentives instead: the RVAgreen 2050 Climate Equity Action Plan, density bonuses in some zoning districts, and expedited plan review for projects committing to ENERGY STAR or LEED certification. City-owned buildings target LEED Silver or higher per administrative policy. The 2021 Virginia Energy Conservation Code adopted updated insulation, lighting, and air-leakage standards applicable to all new construction.
No penalty for forgoing voluntary certification. Energy code violations follow standard USBC enforcement: stop-work, civil penalties, and certificate-of-occupancy denial.
