Phoenix has adopted the International Green Construction Code (IgCC) as a voluntary overlay through Chapter 10. Mandatory provisions appear in cool-roof and water-efficiency amendments to the IECC and IPC, while LEED and IgCC certification remain optional credit pathways.
Phoenix Building Construction Code Chapter 10 incorporates voluntary provisions from the International Green Construction Code (IgCC). City facilities and select commercial projects pursuing enhanced certification follow IgCC chapters on site sustainability, water use, energy use, indoor environmental quality, and building materials. Mandatory green elements appear in Phoenix's amendments to the International Energy Conservation Code (cool-roof reflectance, low-slope insulation, equipment efficiency) and the International Plumbing Code (water-conserving fixtures, recycled water for outdoor use). Phoenix participates in the Cool Roof Coalition and offers expedited plan review for LEED and IgCC commercial projects. The Green Construction Code is administered through Phoenix Planning and Development with technical assistance from the Office of Sustainability.
Voluntary green credits carry no penalties. Mandatory green amendments to the IECC and IPC, including cool-roof and water-efficiency rules, are enforced through plan-check denial, certificate-of-occupancy holds, and re-inspection fees by Phoenix Planning and Development.
