Glendale, AZ Building Safety: Green Building Code (2026)

Glendale Code of Ordinances Sec. 9-26 amends the 2024 International Green Construction Code (IgCC) and renames it the Green Construction Code of Glendale, Arizona. 1, Requirements Determined by the Jurisdiction, so that every code section listed in that table is adopted only as an optional requirement. The ordinance text states plainly that compliance with the 2024 International Green Construction Code is voluntary as determined by the design professional, meaning an architect or engineer working on a Glendale project can choose whether to build to any of the green code's standards on a section-by-section basis rather than being bound to comply.

The city also stripped out the code's own enforcement machinery: IgCC Chapter 1, Administration, is amended by deleting Sections 102 through 110 entirely, so there is no separate green-code permitting, inspection or enforcement process. Instead, any building activity connected to a voluntarily chosen IgCC provision is administered under the 2024 International Building Code and its related amendments, the same permitting and inspection framework used for ordinary construction in the city. Both Sec. 9-25 (pool code amendments) and Sec. 9-26 were adopted together by Ord. No. O25-51, § 1, effective December 9, 2025, placing the current green code language on the books as of that date.
