Full Breakdown
TA2022001, the county's Local Additions and Addenda effective September 19, 2022, amend the National Electrical Code under Tab J, including §250.118, which lists the types of equipment grounding conductors a circuit can use and adds "electrical metallic tubing with an additional equipment grounding conductor" as an accepted option. Section [A]105.2 spells out what electrical work is exempt from a county permit: repair or replacement of motors of 50 HP or less, transformers of 45 kVA or less, or fixed approved appliances of the same type and rating in the same location; temporary decorative lighting on a cord-and-plug connection; in-kind repair or replacement of switches (other than a service disconnect), receptacles, contactors, control devices or utilization equipment rated 60 amperes or less; in-kind replacement of a circuit breaker or fuse other than a service disconnect rated 200 amperes or less; electrode or transformer replacement for signs or neon tube systems; temporary experimental-lab wiring; temporary wiring for theaters and studios not open to the public; Class 2 and Class 3 control and signal circuits not essential to life safety; and electrical work inside machinery not defined as building service equipment.
Every other electrical installation, alteration or repair, panel upgrades, new circuits, service changes, needs a permit from the Planning and Development Department's Building Official, and that permit lapses after 180 days of inactivity under §[A]105.5. Commencing electrical work before the permit issues carries a penalty equal to the building permit fee doubled under §114.4.
Violations & Fines
Starting electrical work, including panel or service changes, before the permit is issued triggers a fee equal to the building permit fee doubled under §114.4, layered on top of the standard permit fee. The same section subjects anyone doing electrical work contrary to approved plans or a Building Official directive to further penalties prescribed by law.
