Goodyear, AZ Building Safety: Electrical Permits (2026)

The City of Goodyear adopts the 2023 edition of NFPA 70, the National Electrical Code, under Goodyear City Code § 9-1-1(G), and amends it so that the International Building Code's administrative provisions, Sections 103 through 116, govern permitting for electrical work (NEC § 90.1.1). Electrical systems for commercial buildings and most structures other than one- and two-family dwellings fall under this adopted NEC, per § 9-1-1's amendment to IBC § 101.4.9, while detached one- and two-family dwellings instead follow the International Residential Code. Before a project is finished, the Building Official may authorize temporary electrical connections under § 9-1-1's amendment to IBC § 112.2, but the work must still meet NEC temporary lighting, heat and power requirements.

Disputes over a Building Official's application of the electrical code go to the Board of Appeals created under IBC § 113.1, a five-member panel that must include a design professional or contractor with electrical engineering experience under § 113.2.1(4). Ordinary appeals of permit or violation decisions must be filed in writing within 20 days of the notice or determination; appeals involving imminent danger from unsafe electrical equipment must be filed within three business days (§ 113.6). A decision can be reversed only by a concurring vote of at least three of the five board members hearing the case (§ 113.3).

The Board holds public hearings, and an appellant is entitled to have all five members present, with the right to demand a postponement if fewer attend (§ 113.4.1).
