Fontana, CA Building Safety: Pest Control (2026)

California preempts local pest-control licensing. The Structural Pest Control Board, within the Department of Consumer Affairs, issues Branch 1 (fumigation), Branch 2 (general household pest excluding wood-destroying organisms), and Branch 3 (termites and wood-destroying organisms) licenses to any company servicing Fontana homes and businesses. Each company must hold a company registration and employ a qualified branch supervisor; individual technicians hold a Field Representative license. Fontana requires pest-control companies operating in the city to maintain a Fontana business license through the Finance Department. Pesticide applicators must also comply with California Department of Pesticide Regulation worker and public-notice rules and South Coast Air Quality Management District rules on fumigants and aerosols, because Fontana sits inside the SCAQMD basin. Tenting fumigations (Branch 1) require neighbor notification, fire-department standby for larger structures, and coordination with Fontana Fire Protection District. Homeowners may legally apply EPA-registered retail pesticides on their own property but cannot be paid to treat others. Wood-destroying-organism inspection reports for real-estate transactions must be issued by a Branch 3 licensee and are filed with the SPCB.
