California Health and Safety Code section 17920.10 declares lead-based paint hazards in residential buildings to be a substandard housing condition that local enforcement agencies, including Fontana Code Enforcement, can abate. For housing built before 1978, federal law (EPA Renovation, Repair, and Painting Rule and Title X) and California Department of Public Health regulations (17 CCR 35001-36100) require that contractors performing work that disturbs more than 6 square feet of interior or 20 square feet of exterior painted surface in pre-1978 housing be certified Lead-Safe firms, use lead-safe work practices, and provide the EPA Renovate Right pamphlet to occupants.
