Article XXI of Chapter 5, added by Ord. No. 1751 on December 13, 2016, applies to the permitting of every electric vehicle charging station system in the city, defined by Sec. 5-610 as supply equipment built to Article 625 of the California Electrical Code that delivers power from an outside source into a plug-in electric vehicle. Sec. 5-611(c) required the building official to adopt an administrative, nondiscretionary expedited review process with a standard checklist, modeled on the Plug-In Electric Vehicle Infrastructure Permitting Checklist from the Governor's Office of Planning and Research's Zero-Emission Vehicles in California guidebook.

Before filing, Sec. 5-612 requires the applicant to verify the station meets applicable safety and performance standards set by the California Electrical Code, the Society of Automotive Engineers, the National Electrical Manufacturers Association, and accredited testing labs such as Underwriters Laboratories. Sec. 5-613 guarantees electronic document submittal and accepts electronic signatures in place of a wet signature, with the city's website specifying the accepted method. Under Sec. 5-614, an application meeting the checklist is deemed complete on submission; an incomplete one draws a written correction notice listing every deficiency, and the city may not condition approval on approval from a homeowners' association as defined in Civil Code Section 4080. Sec. 5-614(d) requires city staff to issue a building permit or other nondiscretionary permit within a reasonable time after a complete application is received.
