Fontana requires dogs to be on leash whenever off the owner's property. Municipal Code Chapter 4 and companion San Bernardino County animal code enforce the leash rule, and dogs running at large can be impounded by Animal Services.
Under Fontana Municipal Code Chapter 4 (Animals) and the San Bernardino County animal code that the City incorporates, any dog off the owner's private property must be under physical restraint by a leash no longer than six feet and held by a person able to control the animal. Voice control is not a substitute for a leash in Fontana. Public sidewalks, streets, parks, and shopping centers are all covered. The only off-leash spaces are designated dog parks, which include Jack Bulik Park Dog Park, where posted rules apply. Running a dog at large can result in impound at the County shelter (administered for Fontana) and reclaim fees that rise with each incident. Owners are also responsible for cleaning up after dogs in public areas, a separate Chapter 4 requirement.
