Under Ontario Municipal Code Title 6 and San Bernardino County animal control rules that support Ontario operations, a dog must be restrained on a leash no longer than six feet held by a person capable of controlling the dog whenever it is off the owner's premises or outside a fully enclosed vehicle. Leash laws apply to all parks, sidewalks, trails, and commercial areas unless the site is posted as a designated off-leash area. Ontario operates a dog park (Whispering Lakes and other locations) where off-leash use is allowed inside the fenced area, with owners still required to clean up after their dog and maintain voice control. Violations can result in administrative citations, and at-large dogs may be impounded and reunited with owners only after payment of impound, boarding, and licensing fees. Owners are also strictly liable for bites and injuries their dog causes while at large. Mandatory rabies vaccination and licensing apply to dogs four months and older.
