Santa Ana Municipal Code Chapter 18, Article V governs pest control within city limits, with provisions addressing rodents and other vermin on both residential and commercial properties. Under SAMC Chapter 8, Article X (Property Maintenance), the infestation of insects, vermin, or rodents as determined by a health officer or code enforcement officer constitutes a violation of habitability standards. California H&S Code Sec. 17920.3 classifies residential buildings with insect, vermin, or rodent infestation as substandard housing. The Santa Ana Code Enforcement Division works cooperatively with the Orange County Health Care Agency to inspect and enforce pest-related complaints. Property owners are responsible for maintaining premises free of conditions that attract or harbor pests, including proper trash storage, elimination of standing water, and removal of accumulated debris. Accumulations that create rodent harborages are classified as health and safety hazards.
