The California Structural Pest Control Board, part of the Department of Consumer Affairs, licenses every person who performs structural pest control in California under Business and Professions Code Sections 8500 through 8698. Structural pest control covers termites, wood-destroying fungi, rodents, cockroaches, bed bugs, ants, and other household pests inside or around buildings. The SPCB issues three branch licenses: Branch 1 (fumigation), Branch 2 (general pest excluding wood-destroying organisms), and Branch 3 (termites and wood-destroying organisms including inspection reports required for real-estate transactions). Companies must hold a company registration and employ a qualified branch supervisor; individual applicators must hold a field representative license. Anaheim does not issue separate city pest-control licenses but does require a standard business tax certificate under AMC Title 3 for any pest-control company operating in the city. Pesticide applicators must also comply with Department of Pesticide Regulation worker and public notification rules under Title 3 of the California Code of Regulations and South Coast Air Quality Management District rules on aerosols and fumigants. Tenting fumigations require neighbor notification and, depending on size, a Fire Department standby. Homeowners may apply EPA-registered retail pesticides on their own property but cannot be paid to apply them for others. Violations of SPCB rules can result in fines and suspension or revocation of license.
