Lot coverage — the share of a lot that structures or impervious surfaces may occupy — is a municipal zoning standard. N.J.S.A. 40:55D-65 authorizes each town's zoning ordinance to set "the percentage of lot or development area that may be occupied by structures" and related floor-area ratios. Building coverage and impervious-coverage caps therefore vary by municipality and district across Passaic County. The county's only land-use touchpoint is stormwater: under N.J.S.A. 40:27-6.2, if a subdivision or non-residential site plan drains to a county road or county drainage facility, the County Planning Board reviews drainage — but single-family development is excluded from that county review. Exceeding coverage limits is a municipal zoning violation, requiring a variance from the town's zoning board of adjustment. The county imposes no residential coverage penalty.
