Cannabis delivery in Boulder is permitted only by retailers holding both a state delivery permit (CRS Β§44-10-602/603) and a city endorsement under BRC Title 6. Drivers must be 21+, badged by the Colorado Marijuana Enforcement Division, and may carry no more than the state daily limit per shift. Each delivery requires an electronic manifest tied to METRC, GPS-tracked routing, and ID verification at the door β including a recipient signature. Deliveries are restricted to private residences in jurisdictions that have opted in; college dormitories, hotels, and federal land are off-limits. Boulder caps the number of deliveries per vehicle and prohibits stockpiling product overnight in any non-licensed premises. Social-equity licensees received exclusive access to the delivery permit type during the rollout.
Delivering cannabis without proper state and city endorsements, to an ineligible address, or off-manifest is a license violation and can support criminal charges and forfeiture of vehicle and product.
