Until those rules are final, any cannabis delivery in Lincoln is illegal under Neb. Rev. Stat. 28-416. Once state rules issue, Lincoln may regulate delivery through zoning, business licensing, and traffic ordinances under LMC Titles 5 and 27, similar to how it handles tobacco-retail and pharmacy delivery.
Delivering cannabis without state authorization is a state-law offense and will also violate any future Lincoln licensing ordinance once adopted.
