Customers must be 21+ and present valid ID; orders cap at $10,000 in retail value per vehicle at any time.
Unlicensed delivery is a misdemeanor with fines up to $1,000 and six months jail; licensed delivery violations are enforced by DCC with permit suspension and civil fines up to $30,000.
