Ohio Revised Code Chapter 3780 (created by Issue 2) authorizes adults 21+ to grow up to 6 mature cannabis plants at their primary residence (maximum 12 plants per household regardless of number of adults). Plants must be grown in a secure, enclosed space not visible from public view. Extraction using volatile solvents (butane, propane) remains prohibited. Cuyahoga County municipalities cannot ban home cultivation per state preemption in ORC Β§3780.29, but may adopt reasonable nuisance regulations. Cleveland, Lakewood, and Shaker Heights have not enacted specific home-grow ordinances. Renters need landlord permission - landlords may prohibit cultivation in leases. Federal law (CSA) still classifies cannabis as Schedule I, so public housing (CMHA) prohibits use entirely.
