Ohio voters approved Issue 2 in November 2023, legalizing adult-use cannabis. ORC Chapter 3780 allows adults 21 and older to possess up to 2.5 ounces of cannabis and grow up to 6 plants (12 per household with multiple adults). Cultivation must occur in a locked, enclosed space not visible from public spaces. Smoking in public remains prohibited. Parma has no authority to ban home cultivation, though it has opted out of dispensaries (see dispensary-zoning). Landlords may still prohibit in lease terms.
