Colorado Amendment 64 and C.R.S. §18-18-406 permit adults 21+ to grow up to 6 plants per adult (12 max per household, only 3 flowering). Aurora City Code §94-370 caps at 12 per household. Plants must be in enclosed, locked space not visible to public. Arapahoe County follows state framework in unincorporated areas.
Colorado Amendment 64 (2012) legalized recreational cannabis; cultivation rules are codified at C.R.S. §18-18-406(3)(a). Adults 21+ may grow up to 6 cannabis plants for personal use, with no more than 3 in flowering stage at once. Household cap is 12 plants regardless of adult residents per HB 17-1220. Plants must be in an enclosed, locked space not visible from public spaces or neighboring properties. Aurora City Code §94-370 et seq. adopts the 12-plant household cap and requires cultivation in a locked room, closet, greenhouse, or similar enclosed space with secure entry. Centennial Municipal Code and other Arapahoe County cities generally follow state rules without additional local limits. Unincorporated Arapahoe County follows state law under the Arapahoe County Sheriff's enforcement. Outdoor residential cultivation technically permitted but impractical given visibility requirements and Colorado's short growing season. Landlords may prohibit cultivation in rental units under C.R.S. §38-12-302. HOAs may also restrict. Growing for sale requires a state Marijuana Enforcement Division (MED) commercial license under C.R.S. §44-10-101 et seq. Possession limits: 1 oz for residents, 1 oz for nonresidents.
Exceeding plant count: petty offense up to $100 first offense, misdemeanor with escalating penalties. Visible outdoor grow: nuisance citation $100 to $500. Cultivation for unlicensed sale: Class 4 drug felony under C.R.S. §18-18-406(2)(c).
