Washington is one of the few legal-cannabis states that still prohibits recreational home cultivation. Adults 21 and older may possess up to one ounce of usable cannabis purchased from a licensed retailer, but growing any plants for personal recreational use is a class C felony. Only patients registered in the Department of Health medical-cannabis database may grow up to six plants for personal medical use, expandable to fifteen with a healthcare authorization. Spokane mirrors state law and adds no local home-grow allowance under SMC Chapter 17C.
