Home cultivation of cannabis for adult recreational use is prohibited in Washington State and therefore in Spokane. Only registered medical patients and designated providers may grow up to 6 or 15 plants under RCW 69.51A.
Washington voters legalized recreational cannabis in 2012 through Initiative 502, but unlike Oregon, Colorado, and California the law did not permit home grow for recreational users. Only qualifying medical patients registered in the Department of Health database under RCW 69.51A may cultivate cannabis at home. Registered patients may grow up to 6 plants and possess 8 ounces of usable marijuana; patients with healthcare provider authorization for higher amounts may grow up to 15 plants. Designated providers may grow for a single patient. Unregistered patients who hold authorization have an affirmative defense but no registry protection. Unauthorized cultivation of any amount is a class C felony under RCW 69.50.401. Spokane Police Department enforces state law. Plants must be kept in secure, enclosed, indoor or screened outdoor locations not visible from public view. Landlords may prohibit cultivation by lease.
