Following Maryland's Q4 2022 constitutional legalization, the Cannabis Reform Act (MD Β§1-301+) directed the Maryland Cannabis Administration (CCA) to issue adult-use licenses with social equity as a core criterion. Social equity applicants must have lived in a disproportionately impacted area (many Baltimore zip codes qualify) for 5 of the last 10 years, attended a public school there, or attended a Maryland HBCU. The first round of CCA licenses (2024) was reserved for these applicants. Baltimore City supports placement through expedited zoning review and a Cannabis Business Assistance Program. Buffer and density rules under city zoning still apply.
Operating without a CCA license is a state offense. Misrepresenting social equity status in an application can void the license and trigger CCA penalties.
