Under MD Β§1-301+, the CCA issues cannabis delivery permits to licensed dispensaries and stand-alone delivery operators. In Baltimore, drivers must be 21+, hold a CCA agent ID, and maintain GPS-tracked manifests. Customers must show valid government ID at the door, and product cannot be left unattended. State purchase limits cap each transaction at 1.5 ounces of flower or equivalent. Deliveries to college dormitories, federal property, hotels, and short-term rentals are prohibited. Baltimore has not banned delivery operations, but late-night deliveries (after 10 p.m.) require dispatch from a permitted hub. Drivers cannot carry more than $10,000 in retail product per trip.
Unlicensed delivery is a state criminal offense. Selling to underage purchasers, exceeding quantity caps, or off-manifest product triggers CCA license action.
