Loudoun County does not have a juvenile curfew ordinance. Virginia state law (VA Code Β§15.2-926) permits localities to enact juvenile curfews, but Loudoun has not done so. Leesburg (Town Code Β§24-92) has a limited juvenile curfew: persons under 17 prohibited in public places 11 PM - 6 AM weekdays, midnight - 6 AM weekends. Parents liable for violations. Standard exceptions for work, school, emergencies, and parental accompaniment.
Virginia is a Dillon's Rule state; localities may enact juvenile curfews only under authority expressly granted by VA Code Β§15.2-926. Loudoun County's Board of Supervisors has not adopted a county-wide juvenile curfew, so unincorporated Loudoun has no general curfew law. VA Code Β§16.1-228 defines 'juvenile' as under 18 for most purposes; Β§16.1-301 governs confidentiality of juvenile records. Town of Leesburg: Leesburg Town Code Β§24-92 (Curfew) prohibits persons under 17 from being in or upon any public street, public property, or place of public assembly between 11:00 PM and 6:00 AM Sunday through Thursday, and between midnight and 6:00 AM Friday and Saturday. Exceptions: accompanied by parent or guardian, traveling directly to/from employment, attending a school or religious event, emergency, or exercising First Amendment rights. Parents or guardians who knowingly permit violations commit a Class 4 misdemeanor ($250 max fine). Purcellville has no separate curfew. Middleburg, Hamilton, Round Hill, and Hillsboro: no juvenile curfews. Virginia state trespass and truancy laws still apply. Loitering on school grounds after hours is separately covered under VA Code Β§18.2-128 and Loudoun County Public Schools policy.
Leesburg curfew (Β§24-92): juvenile receives warning + parental notification; parent/guardian Class 4 misdemeanor ($250). Repeat violations may lead to CHINS petition under VA Β§16.1-228. County has no curfew penalties (no ordinance).
