Norfolk bars anyone under 18 from public places between 11:00 p.m. and 5:00 a.m. unless with a parent or guardian, under City Code Sec. 29-3. Exceptions cover emergencies, work, and religious or First Amendment activities with written permission.
Norfolk's curfew (City Code Sec. 29-3, Ord. No. 37,126, amended by Ord. No. 41,471) makes it unlawful for any minor under 18 to be on a street, park, or other public place, or in a vehicle there, between 11:00 p.m. and 5:00 a.m. unless accompanied by a parent, guardian, or responsible adult. Exceptions include an emergency errand, going directly to or from lawful employment, and attending religious services or First Amendment activity with written parental permission. Interstate travel and emancipated minors are exempt. Officers investigate, may charge minors 16 or older by summons, seek a petition for younger minors, and release the minor to a parent.
A parent or adult who allows a curfew violation commits a Class 4 misdemeanor. A violating minor is deemed a child in need of services under Va. Code Β§ 16.1-228, and both minor and parent may face juvenile court proceedings.
