Norfolk, VA Curfew Laws: Juvenile Curfew (2026)

Norfolk City Code includes a long-standing juvenile curfew ordinance applicable to minors under age 18. The curfew generally prohibits minors from being in public places or establishments open to the public between 11 PM and 6 AM Sunday through Thursday and between 12 midnight and 6 AM on Friday and Saturday. Recognized exceptions include minors accompanied by a parent or guardian, minors traveling to or from lawful employment, attending a school or religious activity, responding to an emergency, or engaged in interstate travel. Enforcement is by Norfolk Police and is often emphasized in areas experiencing late-night youth disturbances. A minor found in violation may be detained briefly and released to a parent, with a referral to juvenile court or diversion. Parents and guardians who knowingly allow or fail to prevent repeat violations can be charged with a Class 3 misdemeanor. The ordinance has survived First Amendment challenges under the Schleifer v. City of Charlottesville framework adopted by the Fourth Circuit.
