Under Carmel City Code Section 5-3, parks open at sunrise and close at sunset, except in emergency or unsafe conditions. Visiting a park while closed is prohibited, with limited exceptions for using a facility during its posted hours, attending an approved event, using a designated transportation route, or visiting within a Designated Outdoor Refreshment Area during its hours.
Carmel's park hours are set by Carmel City Code Section 5-3, Rules of Park Operations, which governs the city's park system (operated with Carmel Clay Parks & Recreation). The rule provides that parks shall be open at sunrise and close at sunset, except in emergency or unsafe conditions, and that visiting a park when it is closed is strictly prohibited. Four exceptions allow lawful presence outside open hours: (1) using Department facilities located within a park during the facility's designated hours of operation; (2) attending an activity or event scheduled or approved by the Department; (3) traveling on an alternative transportation route designated by the City or Department; and (4) visiting a park within a Designated Outdoor Refreshment Area during its specified hours. Carmel Clay Parks' published park rules likewise state parks are open sunrise to sunset (with some sites noted separately), are tobacco, alcohol, and drug-free, and require pets to be leashed (leash no longer than 6 feet). Separately, Indiana's statewide juvenile curfew (IC 31-37-3) applies to minors in any public place, including parks, layering an age-based time restriction on top of the sunset park closing. Specific facility hours (such as the Monon Community Center) are posted by the parks department and can extend past sunset for indoor use.
Being in a closed park (after sunset / before sunrise) without a qualifying exception is prohibited and can result in being asked to leave or a citation; minors may also face a state juvenile curfew violation. Violations of park rules are enforced by parks staff and police.
