Quiet hours in Carmel, IN — also called the noise ordinance, nighttime noise rules, or residential quiet time — define the hours during which excessive noise is prohibited.
Carmel City Code Sec. 6-158 sets time-of-day decibel caps rather than a single curfew. In residential zones the limit drops to 50 dBA from 10:00 p.m. to 8:00 a.m.; in business/mixed zones it drops to 50 dBA from 11:00 p.m. to 7:00 a.m. Sound audible 50 feet from its source can violate the ordinance.
Carmel does not use a simple 'quiet hours' curfew. Instead, Sec. 6-158(a) prohibits operating any machine, motor vehicle, device, or thing that produces sound that is audible 50 feet or more from its source, exceeds the zoning-district chart for five minutes or more within any 30-minute period (measured on a dB(A) scale at no less than 50 feet), or exceeds 70 decibels for any period of time. The chart sets a lower nighttime limit: residential districts (S-1, S-2, R-1 through R-5) allow 55 dBA from 8:00 a.m. to 10:00 p.m. and 50 dBA from 10:00 p.m. to 8:00 a.m. Business and mixed districts (B-1 through B-8, C-1, C-2, OM, PM, PUD, P-1) allow 60 dBA from 7:00 a.m. to 11:00 p.m. and 50 dBA from 11:00 p.m. to 7:00 a.m. Industrial and agricultural districts (I-1, M-1, M-3, AG-1) allow 70 dBA anytime. Sec. 6-158(g) defines an 'ambient noise level' measurement method used to evaluate alleged violations. The city's own Code Enforcement page summarizes the 7 a.m.-11 p.m. and 11 p.m.-7 a.m. periods and notes some noise levels are restricted at all times.
Sec. 6-158(d) makes a violation an infraction punishable by a fine of up to $250 (first offense), up to $500 (second), up to $1,000 (third), and up to $2,500 (fourth and subsequent). Citations may be issued by any sworn Carmel Metropolitan Police officer (Sec. 6-158(f)), and the Carmel City Court is the venue (Sec. 6-158(e)).
