Carmel's general parking standards appear in Chapter 8 (Traffic and Parking Regulations), Article 5. Section 8-46 requires that no person stand or park a vehicle on a City street other than parallel with the edge of the street, headed in the direction of lawful traffic movement, with the right-hand wheels within 12 inches of the curb or edge of the street, except on streets approved for angle parking and identified by appropriate signs or markings. The same section restricts heavy vehicles: no freight-carrying vehicle of one-ton capacity or more, nor any vehicle more than 20 feet in length, may park on a City street except while loading or unloading freight. In the downtown Arts and Design District, on-street and lot parking is governed by posted limits, including three-hour and 15-minute spaces marked with green signs. State law also applies on Carmel streets; under Indiana Code 9-21-16-5 parking is prohibited within 15 feet of a fire hydrant and within 20 feet of a crosswalk at an intersection. The Carmel Police Department enforces street-parking limits and downtown signage.
