Carmel, IN Fence Regulations: Material Restrictions (2026)

Carmel's UDO Section 5.09 regulates fence materials indirectly, through transparency and context rules rather than a fixed approved-materials list. In residential front yards, at least 25% of the fence area must be open to allow visibility; wrought iron and picket fences are given as compliant examples, and solid stone or brick walls are an accepted alternative where permitted (5.09(B)(2)). Open wire-mesh fences around tennis courts or similar athletic facilities are allowed up to 16 feet but must be black unless the Director of Community Services approves otherwise (5.09(F)); fences enclosing institutions, public parks, and schools may be a black open-mesh fence up to 10 feet (5.09(G)).
