Carmel City Code Sec. 8-46 prohibits parking on any lawn or greenspace within the city except while actually loading, unloading or washing the vehicle. Commercial vehicles and recreational vehicles allowed on residential lots must be kept on the driveway or in the garage, not in yards.
Carmel discourages yard parking and channels residential parking onto driveways and into garages. Section 8-46 provides that no person shall stand or park any motor vehicle on any portion of any lawn or greenspace within the City's corporate limits, other than for the purpose of and while the vehicle is actually being loaded, unloaded or washed. The City's code-enforcement guidance reinforces this by prohibiting parking in required greenbelts or lawn areas except during active loading, unloading or washing. The related residential-vehicle rules require that qualifying smaller commercial vehicles (20 feet or under) be parked or stored only on the driveway or in the garage, one per family, and that recreational vehicles be kept on the driveway or in the garage rather than on lawns or in the right-of-way. Together these provisions mean a paved or approved driveway is the proper place for routine residential parking, and grass, front-yard greenspace and unpaved areas may not be used as standing parking spots. Off-street parking must also meet the City's zoning surface and dimensional standards.
