Carmel, IN Landscaping Rules: Weed Ordinances (2026)

Carmel sets one of the lower grass-height thresholds in Indiana. Under § 6-88(c), 'all owners of real property located within the City shall cut and remove weeds and other rank vegetation growing thereon that exceeds an average height of six inches,' and shall keep the property clear of debris. The section excludes cultivated flowers and gardens from the definition of rank vegetation, except where they intrude on rights-of-way or platted easements or otherwise create a detriment. Enforcement is notice-based: when a violation occurs, the Director of Community Services (or a designee, or a Police or Fire officer) issues a written Violation Notice identifying the violation and ordering the owner to correct it within seven calendar days of service.
