The County's zoning and noise codes contain no crypto-mining, bitcoin, or blockchain provisions. Because a mining operation is a room full of servers generating heat and noise, it is reviewed as a data center or unlisted industrial use under Zoning Code Table 7-9-34.2, allowed in the M1 "Light Industrial" district only with a discretionary Planning Commission Use Permit and CEQA review. Continuous noise from mining rigs and cooling must stay within the Sec. 4-6-5 limits of 55 dB(A) day and 50 dB(A) night at any nearby residence. There are no crypto-specific penalties. A commercial mining facility built without the required Use Permit is a zoning violation, and noise over the Sec. 4-6-5 limits is a misdemeanor enforced by the County.
