Under SMC 19.10.050(C) an unlisted use is not allowed unless the city planner or planning commission makes the similar-use findings in SMC 19.02.020(D), after which the equivalent listed use's permit applies. Home mining is ordinary residential use, bound by SMC 9.56.040: 50 dBA constant daytime and 40 dBA constant at night measured on a neighbor's residential property.
There are no crypto-specific penalties. Operating a use the Development Code does not allow is a zoning violation, and noise over the Chapter 9.56 limits draws infraction or misdemeanor enforcement.
