Sonoma's Development Code, Title 19, divides the city into residential districts plus Commercial (C), Commercial-Gateway (C-G), Mixed Use (MX), Agriculture (A), Park (Pk), Public Facilities (P), and Wine Production (W). SMC 19.10.020 establishes no industrial or manufacturing district. SMC 19.10.050(C) states that uses not listed in the allowable-use tables are not allowed. A data center reaches those tables only through SMC 19.02.020(D): the city planner or planning commission must find the use substantially similar in nature and intensity to a listed use, consistent with the district's purpose and the General Plan. Approval then follows that listed use's permit path - a zoning clearance under SMC 19.54.020 or a discretionary use permit under SMC 19.54.040 with CEQA review.
Establishing a use the Development Code does not allow, or building without the required zoning clearance or use permit, is a code violation the city abates through enforcement and permit revocation.
