Under Government Code section 65858, the Board adopted an urgency interim ordinance on June 16, 2026, freezing the approval or issuance of permits and entitlements for new or pending data center facilities in the unincorporated county. The initial 45-day pause was extended on July 14, 2026 by an additional 10 months and 15 days on a unanimous 5-0 vote, running the total to about one year through June 2027. Applications may still be submitted and processed during the freeze, but none can be approved. By Resolution No. 2026-105 the Board also created a Data Center Advisory Committee, tasked with recommending zoning and building policy by January 2027. The pause followed sustained public opposition over energy and water use.
The county will not approve, permit, or entitle any data center facility while the moratorium is in effect. Applications filed now sit pending until the pause lifts or new land-use regulations replace it in 2027.
