This is a genuinely active market: the Prime Data Center in McClellan Business Park is operating and expanding under those standard rules. Elsewhere in California, some jurisdictions such as Imperial County have adopted temporary data-center moratoriums, but Sacramento County has not followed that route. Any future moratorium would require a separate Board of Supervisors action.
