Falls Park, Tuthill Park, Sertoma Park, and other Sioux Falls city parks: drone use is not categorically prohibited by city ordinance, but operators must (a) hold LAANC authorization since the parks fall inside KFSD's Class D surface area, (b) comply with SDCL 50-15-5 surveillance limits if flying near park-goers, (c) not interfere with park events or special-permit activities under Chapter 95, and (d) avoid disorderly conduct (SDCL 22-18-35). The Sioux Falls Parks Department may restrict UAS operations at specific events or in specific facilities (e.g., the Great Plains Zoo) through special rules.
City-park UAS conduct violations are enforced under Sioux Falls Code Chapter 95 (general park rules) β typically a petty offense punishable by fine. State-park violation of the GFP Drone Policy is enforced as park-rule violation under SDCL Chapter 41-17 (a misdemeanor, fines variable by park). FAA airspace violations (no LAANC, no Remote ID, over 400 ft) trigger federal civil penalties up to $32,666 per violation (49 USC 46301). SDCL 50-15-5 privacy violations are Class 1 misdemeanors (up to 1 year, $2,000 fine under SDCL 22-6-2).
