Sioux Falls, SD Parking Rules: EV Charging (2026)

South Dakota has not enacted a statewide EV-ready building requirement, EV charging mandate, or right-to-charge statute, and Sioux Falls likewise has not adopted any specific EV ordinance. Installation of an EV charging station on residential, commercial, or multi-family property requires an electrical permit under § 150.201 of the Sioux Falls Code (adopting the National Electrical Code), and the work must be performed by a licensed electrical contractor or, for owner-occupied single-family homes, by the homeowner under a homeowner electrical permit. EV charging equipment installed on private property is treated as a normal accessory use under the Shape Sioux Falls 2040 zoning ordinance (Chapter 160) and does not require a special use permit. EV charging spaces in commercial parking lots count toward the lot's general parking-space requirement under Chapter 160 — there is no required minimum number of EV spaces. ADA accessibility for EV stations follows the 2010 ADA Standards. Public charging stations in city-owned facilities (parking ramps) are operated under city contracts. There is no city right-to-charge protection for tenants in multi-family housing or condominiums — installation in shared parking depends on landlord or HOA consent.
