ROH Sec. 10-1.2 limits operation of model aircraft, drones, and other unmanned aerial systems in Honolulu city parks to areas specifically designated by the Department of Parks and Recreation. That means Urban Honolulu parks such as Kapiolani Park, Ala Moana Beach Park, Magic Island, and Waikiki-area pocket parks are generally off-limits for recreational drone flight. Federal FAA recreational rules apply on top of the ordinance, and Urban Honolulu's controlled airspace around the Daniel K. Inouye International Airport further restricts where hobby flights may occur. State HRS Sec. 711-1114 covers trespass by UAS.
Park staff or HPD can cite operators for unauthorized flights and confiscate aircraft; federal FAA penalties may follow for airspace violations.
